HB 335 Returned to Legislature

House Bill 335 was returned to the General Assembly without a signature. The bill will become law effective at midnight. Gov. Perdue's press secretary, Chris Mackey, provided the following statement:

"House Bill 335 contains various provisions, many of which are totally unrelated to one another. Some of the provisions are important for the citizens of North Carolina, such as easing the implementation of the Justice Reinvestment Act and correcting the previous session's driver license regulations. There are other provisions, however, that are of concern to the governor, including a provision that could make it harder for people to get affordable student loans to help pay for community college and a provision related to the forfeiture of bail bonds. The governor doesn't have a line-item veto; she has to accept or reject bills in their entirety. She is not signing this bill, but it will become law without her signature."
